The Interagency Language Roundtable (ILR) scale is used by the U.S. government and military to assess language proficiency across speaking, reading, listening, and writing skills. The ILR scale ranges from Level 0 (no proficiency) to Level 5 (native proficiency). These assessments are essential for job placements, promotions, and assignments for personnel in agencies such as the State Department, Defense Department, and other federal organizations. To ensure language proficiency, the Foreign Service Institute (FSI) conducts proficiency assessments for personnel before their assignment to foreign countries. These assessments, based on ILR standards, play a key role in determining job placement, promotion, retention, and compensation.
